Regulations
Civil aviation matters in Singapore are regulated by the following Acts established by Parliament:
Civil Aviation Authority of Singapore Act
This Act establishes CAAS as a statutory body and empowers it to promote and regulate aviation safety, air transport and air navigation and to develop and manage airports and airport-related facilities.
Air Navigation Act
This Act regulates civil aviation in Singapore and gives effect to the Convention on International Civil Aviation ("Chicago Convention") and its Annexes, all of which contain the standards and recommended practices adopted in accordance with the Chicago Convention.
Carriage By Air Act
This Act regulates documents of carriage and limits carriers’ liability for passenger death or injury, cargo and baggage damage and delay. The Act gives effect to the Convention for the Unification of Certain Rules relating to International Carriage By Air 1929 (Warsaw Convention) as amended by the Hague Protocol 1955 and Montreal Protocol No. 4, 1975.
Tokyo Convention Act
This Act extends jurisdiction over offences committed on board Singapore aircraft while in flight and outside Singapore territory and for acts which jeopardise the safety of aircraft or persons or property on board or good order or discipline on board. The Act also gives effect to the Convention on Offences and certain other Acts Committed on board Aircraft 1963 (Tokyo Convention).
Hijacking and Protection of Aircraft Act
This Act makes hijacking, related violent acts and acts which endanger aircraft safety inflight offences. It gives effect to the Convention for the Suppression of Unlawful Seizure of Aircraft 1970 (Hague Convention), the Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation 1971 (Montreal Convention) and the Protocol for the Suppression of Unlawful Acts of Violence at Airports Serving International Civil Aviation 1988 (Montreal Protocol 1988).
