Address by Minister for Transport and Minister-in-Charge of Trade Relations, Mr S Iswaran, Advisor to the Tamil Language Council (2006 - 2016) at the Launch of Tamil Language Council's 20th Anniversary Commemorative Publication

1.     இந்த சிறப்பு நிகழ்ச்சியில் கலந்துகொள்வதில் எனக்கு பெரும் மகிழ்ச்சி. இந்த தலைப்பு, “நமது பயணம்” - அது இப்பொழுது தக்க ஒரு தலைப்பு என்று நான் கருதுகிறேன். ஏனென்றால், இது ஒரு வகையில் பார்க்கும்பொழுது, சிங்கப்பூரில் தமிழ் சமுதாயத்தின் பயணம் என்று சொல்லலாம். மறுப் பக்கம், ஒவ்வொருவரும் தனித்துவ வகையில் பயணத்தை மேற்கொள்கிறார்கள். அதனால், பயணம் என்று சொல்லும்போது, தனி நபர் வகையிலும் சரி, சமுதாயத வகையிலும் சரி, இது மிகப் பொருத்தமான ஒரு தலைப்பு. அதே நேரத்தில், ஒரு பயணம் என்று சொல்லும்போது, இது ஒரு முடிவில்லாத பயணம். ஏனென்றால், வளர்தமிழ் இயக்கம் ஈராயிரமாம் ஆண்டில்தான் உருவானது. ஆனால், அதற்கு முன்பே, நம் தமிழ் மொழி, கலாசாரம் போன்றவற்றை வளர்க்கும் முயற்சி தொடங்கிவிட்டது. 

2.     தமிழ் புழக்கம், குறிப்பாக நம் இளையர்களிடையே, குறைந்துகொண்டே வருகின்றது. அதே நேரத்தில், இணையம் போன்ற பல தகவல் தொழில்நுட்பம் சம்மந்தப்பட்ட சாதனங்கள், நம் மொழி மீது ஒரு பலத்த தாக்கத்தை ஏற்படுத்திக் கொண்டிருக்கிறது. அதனால், தேசிய அளவில் ஒரு முயற்சியை நாம் ஏற்படுத்திவிட்டோம் - அனைத்து சமூக அமைப்புகளும் தங்கள் உணரச்சிகளை வெளிப்படுத்த வேண்டும். 

3.     நம் மொழி, அதே நேரத்தில் தொழில்நுட்பம் - இவை இரண்டையும் இணைத்து நாம் செயல்பட வேண்டும். அதன் மூலமாக, நம் இளையர்களின் ஆர்வத்தை தொடர்ந்து ஈர்க்க வேண்டும். இந்த முயற்சிக்கு பலர் முக்கிய பங்காற்றினர், குறிப்பாக “Tamil Language Council” என்பதை தமிழில் “வளர்தமிழ் இயக்கம்”-ஆக மொழிப்பெயர்ப்பு செய்தவர்; அது மக்களுக்கு ஓர் உற்சாகத்தை தரும் என்ற நம்பிக்கையோடு தான் அந்த பெயரைச் சூட்டினார். 

4.     நம் தமிழ் சமுதாயத்தில் பல அமைப்புகள் இருக்கின்றன. ஒவ்வொருவரும் ஒவ்வொரு முறையில் அவற்றின் பங்காற்றுகின்றன. ஆனால், இணைந்து செயல்பட வேண்டும் என்ற நோக்கத்துடன் இருப்பது ஒரு சுலபமான காரியம் இல்லை. நாம் எல்லோரும் சுயநலமில்லாமல் பங்காற்றி ஈடுபட வேண்டும். முக்கிய சமூக உறுப்பினர்களுக்கு நன்றி சொல்ல வேண்டும்; அதே நேரத்தில் நம் தமிழாசிரியர்கள், கல்வி அமைச்சு மற்றும் தேசிய மரபுடைமைக் கழகம் - அனைவருமே முக்கிய பங்காற்றி, ஆதரவையும் கொடுத்திருக்கிறார்கள். 

5.     ஆனால், இறுதியில் இது முன்னேறுவதற்கு முக்கிய காரணம் என்னவென்றால், நம் மக்களின் ஈடுபாடு. இது மிகவும் மகிழ்ச்சியான செய்தி, நம்பிக்கையைத் தரும் செய்தி, ஏனென்றால் நம் நோக்கம் என்னவென்றால் இளையர்களிடையே தமிழ் பற்றை நாம் ஆழமாக விதைக்க வேண்டும். அவ்வாறு செய்தால், நிச்சயமாக எதிர்காலத்தில் தமிழ் தொடர்ந்து சிங்கப்பூரில் திகழும்; நம் கலாசாரத்திற்கும் சரி, நம் சமுதாயத்திற்கும் முக்கிய பங்கையாற்றும். 

6.     அதனால், நான் மக்களுக்கும் சரி, நம் மாணவர்களுக்கும் சரி, முக்கியமாக நன்றி சொல்ல விரும்புகிறேன். இறுதியாக, ஒரு கருத்து: சமீபத்தில் நடந்த தேசிய தின உறையின் போது நம் பிரதமர் கூறியது என்னவென்றால், சமூக நல்லிணக்கம் - இது நமக்கு மிகவும் அவசியமானது. சிங்கப்பூர், நல்லிணக்கம் நிறைந்த சமுதாயமாக நாம் பெருமை கொள்கிறோம். ஆனால், பலர் இதை சுலபமான ஒரு எண்ணமாக எடுத்துக் கொள்கிறார்கள். ஏனென்றால், இது பல ஆண்டுகளாக இருந்து வருவதால், இதை இயல்பான நிலை என்று எண்ணுகிறோம்.

7.     வளர்தமிழ் இயக்கத்தின் நிகழ்ச்சிகள், முயற்சிகள் மிகவும் அவசியம். ஏனென்றால், சமூக நல்லிணக்கம் என்று கூறும்போது, முதலாவதாக அதற்கு அஸ்திவாரம் நம் அடையாளம். அந்த அடையாளத்தின் முக்கியமான அம்சம், மொழி. அந்த மொழி, அடையாளம், இரண்டுமே வலுவாக இருந்தால்தான் நாம் தன்நம்பிக்கையுடன் மற்ற இனத்தவருடன் நல்ல உணர்வை உருவாக்கிக் கொள்ள முடியும். அதனால், தமிழ் சமுதாயத்திற்கு நாம் ஆற்றும் ஒரு பணியாக இருந்தாலும், அதே நேரத்தில் தேசிய அளவில் நம் சமூக நல்லிணக்கத்திற்கும் இது ஒரு முக்கியமான பணி.

8.     அனைவருக்கும் நன்றி கூறி விடைபெருகிறேன். வளர்தமிழ் இயக்தின் பயணம் இருபது ஆண்டுகளுக்கு மேல் ஆகிவிட்டது. ஆனால் இது ஒரு தொடர்கதை. அடுத்த இருபது ஆண்டுகளில் மற்றொரு அமைச்சர், அல்லது நாடாளுமன்ற உறுப்பினர் வந்து, தொடர்ந்து இந்தளவுக்கு நம் நாட்டின் தமிழ் மொழி, கலாசாரம் பற்றி பாராட்டி பேசுவார் என்று நம்புகிறேன்.

9.     I want to say a few words in English. First, I want to acknowledge all our community leaders and everyone who has been involved in the Tamil Language Council.

10.    First, I wanted to say that the term ‘journey’ is a very appropriate one because it is a journey not just for the Tamil community, which in its own right, has been significant. But it is also a journey for all of us as individuals, as members of the community. 

11.    I think it is an important point that the journey is not just at the level of the society, it is also of the individual, a personal journey. And I have benefited greatly from my association and involvement in the Tamil Language Council. I want to say a few words in English to reinforce the points I said in Tamil.

12.    Firstly, why did we start the Tamil Language Council? A number of organisations were already actively involved in many activities, promoting Tamil language and culture. But, in the period around the late 1990s and early 2000s, the concern was that the use of Tamil was declining conspicuously – it was a problem not just for Tamil, but also for other languages. 

13.    The second was the concern around technology, Internet, and the impact of this happening – English was the language. So, we decided that we needed to pull the different strands of activity together, give it a national emphasis and adequate resourcing, so that we can mount a concerted effort to ensure that the Tamil language continues to thrive in Singapore. That is what the Tamil Language Council is for. If you look at the logo, you would notice there is some pixelation on the side, it was really designed to signal that digitalisation as not just an art, but there is also a digital side to it.  

14.    In embarking on this, we have been very fortunate to have the support a whole range of stakeholders, starting with first, the National Heritage Board and government organisations, but also the Tamil community organisations who played a very important role. It was particularly significant that they have all stepped forward – they all have individual programmes, but this is about complementing the national effort, and everyone gave their support. 

15.    I wanted to particularly acknowledge V T Arasu, who is the first Chairman; he was responsible for the name of Tamil Language Council (Valarthamizh Iyyakkam) – if you translate Tamil Language Council, it would not be Valarthamizh Iyyakkam. But we wanted to have a name that was culturally appropriate and evocative for the community – And I think we succeeded with this. 

16.    The other thing I would say is on the work that we are doing in the Tamil Language Council. Whilst on one hand, it is about the language, and how we want to continue to ensure it is relevant and a living language for Singapore, we also need to recognise that it is part of a wider national effort. So recently in the National Day Rally, Prime Minister talked about the importance of multiracial harmony in Singapore, how this will be work in progress and we must continue to strive to achieve that ideal.

17.    In that context, it is very important that we recognise the foundation, which is in the identity that we have as members of different communities in Singapore. Because if we had to build strong bonds, across different ethnicities, different language groups, different religious groups, it starts with carrying self-confidence about our own language. And then we go forward, we are prepared to make adjustments in order to achieve the larger goal as a multi-racial society. And without that confidence, this will always be that much harder. So I think that work of the Tamil Language Council is not just about what we are doing for the Tamil community in terms of promotion of the language, but it is also about how it contributes to the larger national effort in engendering our multi-racialism.

18.    So I want to thank everyone who has been involved with the government agencies, specifically National Heritage board, for their support and in all the resources that have been given. I want to thank all our community leaders in the Tamil organisations - they play a very important role in this effort. Our teachers, and Ministry of Education, because the teachers and schools have great involvement and a complementary role. And every year, we look forward to the Tamil Language Festival, which has been a signature event. But perhaps most significantly, I want to thank all the members of the community, especially our younger generation, who have been actively involved in all the events and programmes of the Tamil Language Festival and other programmes. Because I think, that more than anything else, gives us the confidence that this work that the Tamil Language Council has undertaken, is one that is not just relevant today – but it is also building the foundations for the language to continue to thrive tomorrow.
