Appointment of Chairman and Board Members for the Land Transport Authority

1. The Minister for Transport, Mr Jeffrey Siow, has appointed Mr Pang Kin Keong (彭建强) to succeed Mr Chan Heng Loon Alan (陈庆鏻) as Chairman of the Land Transport Authority (LTA) Board, together with 15 Board members for a three-year term from 1 September 2026 to 31 August 2029. These members have been appointed for their experience and expertise across fields relevant to LTA’s responsibilities, including engineering, urban planning, finance, law and labour relations.
Outgoing Chairman: Mr Chan Heng Loon Alan
2. As Chairman of the LTA Board over the last decade, Mr Chan played an instrumental role in shaping Singapore’s land transport system during a period of significant transformation and global uncertainty, including during the COVID-19 pandemic. Through his strategic leadership, LTA strengthened its governance, risk management and safety oversight while remaining focused on Singapore’s long-term transport priorities.
3. Since Mr Chan’s appointment as Chairman on 1 April 2016, Singapore’s rail network expanded significantly with the completion of the Downtown Line, the progressive opening of the Thomson-East Coast Line, and the completion of the Circle Line, while major projects such as the Jurong Region Line and the Johor Bahru–Singapore Rapid Transit System Link continued to advance. He steered LTA through some of the most demanding periods for land transport, including the COVID-19 pandemic and global supply-chain disruptions. Throughout these episodes, LTA maintained essential transport services while keeping strategic infrastructure programmes on track.
4. Mr Chan has also been a champion of innovation, sustainability and capability building. During his tenure, the Singapore Rail Test Centre was set up, strengthening Singapore’s rail engineering capabilities. LTA also advanced the electrification of the public bus fleet, expanded EV charging infrastructure, developed autonomous vehicle initiatives, and continued to realise its Walk-Cycle-Ride vision through the expansion of cycling paths and Friendly Streets. Together with improvements to rail reliability, bus services and connectivity, these efforts have strengthened Singapore’s transport system and enhanced the daily commuting experience of Singaporeans.
5. The Ministry of Transport and LTA would like to express our deep appreciation to Mr Chan for his distinguished service and invaluable contributions to LTA and Singapore’s land transport sector.
Incoming Chairman: Mr Pang Kin Keong
6. Mr Pang dedicated 35 years to the Public Service, most recently serving as Permanent Secretary of the Ministry of Home Affairs from 2017 until his retirement from the Administrative Service in June 2026. Mr Pang has served as a member of the LTA Board since 1 April 2026.
7. In his new appointment as Chairman of the LTA, Mr Pang will contribute his extensive experience in public administration, particularly as Permanent Secretary of the Ministry of Transport from 1 July 2012 to 31 August 2017. His leadership will be invaluable in guiding the LTA Board to continue advancing Singapore’s land transport priorities of building an efficient, sustainable and people-centric land transport system.
