Appointment of New Chief Executive at the Public Transport Council

1. Mr Tan Kim Hong(陈锦鸿)will be appointed Chief Executive of the Public Transport Council (PTC) with effect from 1 July 2017. He will succeed Mr Alvin Chia(谢明德)who will return to the Land Transport Authority (LTA).
2. Mr Tan Kim Hong, 44, is currently Deputy Group Director of the Public Transport Group of LTA. To improve service reliability and commuter experience with public transport, Mr Tan spearheaded various initiatives including the Quality of Service (QoS) review, the Bus Service Reliability Framework, and the transition of the public bus industry to the bus contracting model, during which Mr Tan, as chairman of the Manpower Transition Workgroup, led an active engagement exercise with the National Transport Workers' Union and its members.
3. Mr Alvin Chia, 47, who will be returning to the LTA after his term, was appointed Chief Executive of PTC following the reconstitution of PTC as a body corporate entity on 8 January 2016. Prior to that, he had served on the Council as Secretary since June 2013.
4. During his time with PTC, Mr Chia played a key role in supporting the Fare Review Mechanism Committee in its review of the public transport fare formula and mechanism in 2013. He also led PTC during the annual Fare Review Exercises from 2013 to 2016, ensuring that public transport fares strike a balance between the sustainability of our transport system and keeping fares affordable for commuters.
5. Mr Chia also oversaw the review of the role of PTC in 2015 when PTC transferred its bus regulatory powers to LTA for transition to the new bus contracting model, which led to PTC's new role as advisor to the Minister for Transport on transport matters. With this new advisory role, Mr Chia initiated a commuter engagement exercise which culminated in the publication of PTC's first ever Advisory Report in August 2016. The Report set forth a list of recommendations to further improve the service quality of public transport and the travel experience of commuters. These recommendations were subsequently accepted by the Minister for Transport and are progressively being implemented.
