Mr Gabriel Lam asked the Minister for Transport

a.            whether the Ministry has assessed the optimal duration of rail operating licences to encourage long-term investments in technology and workforce capabilities;

b.            what factors determine licence length; and

c.            whether there are plans to review the current framework in light of increasing capital investment requirements.
