Mr Chua Kheng Wee Louis asked the Minister for Transport in each year since the introduction of the bus contracting model
a. what is the breakdown by operator of the key performance indicators tracked including (i) excess wait time (ii) on time adherence and (iii) scheduled mileage and other quality indicators; and
b. what is the breakdown by operator of the annual incentive payments and penalties awarded.

1. From 2017 to 2025, most of the bus services met the required service standards, as shown in Table 1. The overall reliability incentives and penalties received by operators, as a proportion of contracted service fees to account for scheduled mileage, range from -0.1% to 5.9%. These correlate with individual operator’s performance.
2. As mentioned at the Member’s Adjournment Motion on “Reaching 75%: Reforming Singapore’s Public Transport System”, the Land Transport Authority (LTA) is considering the release of disaggregated reliability data to provide the public with more granular information that reflects commuters’ lived experience, so that appropriate measures can be taken to improve service delivery. LTA expects to complete the review in early 2027.
