Mr Ang Wei Neng asked the Minister for Transport
a. what is the Ministry’s assessment of the effectiveness of the Morning Pre-Peak Fares discount scheme since its implementation in December 2017; and
b. whether the Ministry will consider sending notifications to commuters to remind them of the discount received under the scheme upon tapping out.
Reply by Minister for Transport Jeffrey Siow
1. The Morning Pre-Peak Discount has been offered across our rail network since 2017. More commuters enter our rail network in the period before the 7.45am cut-off compared to the period immediately after. This is similar to the pattern observed under the more recently implemented Free Off-Peak Rail Travel scheme for the North East Line, which has been effective in reducing crowding during the peak period.
2. Commuters are able to see whether their trips are eligible for Morning Pre-Peak Discount when tapping in at the fare gate. We thank the Member for his suggestion to notify commuters who have received the discount, and will look into ways to raise awareness of the scheme to encourage more commuters to travel off peak if they are able to do so.
