1. The Public Transport Council's introduction of lower morning pre-peak rail fares throughout the rail network will encourage off-peak travel, resulting in less crowded trains and more efficient use of public transport resources. The Free Pre-Peak Travel (FPPT) and Off-Peak Pass (OPP) trials that were started in 2013 and 2015 respectively have been useful in understanding how differentiated fares can shape commuter travel patterns. In line with the Public Transport Council's recommendation to streamline off-peak travel schemes, these trials will cease when they expire at the end of 2017. The Government will continue to encourage off-peak travel through the Travel Smart Network, which helps employers introduce more flexible work arrangements.
2. In line with the fare adjustment approved by the Public Transport Council, the Government has also decided to extend the same lower morning pre-peak rail fares for Lower-Wage Workers and Persons with Disabilities. Commuters using their Workfare Transport Concession Card or Persons with Disabilities Concession Card to tap in at any rail station before 7.45am on weekdays (excluding public holidays) will enjoy fares that are up to 50 cents lower 1.The revised fares will be effective from 29 December 2017. Rail fares outside the eligible timing, bus fares and the price of the Monthly Concession Pass for Persons with Disabilities will be unchanged.
3. Members of the public who have any queries regarding the concession schemes, including the application process and the eligibility criteria, can call 1800-2255-663 or visit www.transitlink.com.sg.
1. The discount quantum is 50 cents or the fare for the rail leg of the trip, whichever is lower. Please refer to Annex A for examples.
