Government Provides Additional Support and Subsidies to Moderate Fare Increase

1. The Government supports the Public Transport Council (PTC)’s decision to grant a fare increase of 7.0%, or less than half the maximum allowable fare adjustment quantum, at this year’s Fare Review Exercise. This is a calibrated decision by the PTC that balances fare affordability against safeguarding the financial sustainability of the public transport sector. In particular, we recognise that public transport fares have remained unchanged, even though energy prices rose sharply earlier this year, arising from the conflict in the Middle East.

2. To support both commuters and operators, the Government will provide close to $200 million in taxpayer subsidies to cover the cost of deferring the full allowable fare adjustment. Together with the more than $2 billion in annual operating subsidies, commuters will receive more than $1 in fare subsidies for every journey taken on public transport. In addition, the Government continues to invest around $5 billion each year in building new public transport infrastructure and renewing existing infrastructure and assets over the next five years. These include expenditure under major service improvement initiatives such as the $1 billion committed to strengthening rail reliability, and the $1 billion Bus Connectivity Enhancement Programme that is already benefitting 300,000 commuters daily.

3. Sustaining a reliable and efficient public transport system requires shared contribution from commuters, the Government and public transport operators. Raising fares is also necessary to ensure that our public transport workforce continues to receive fair wages and salary increments annually.

Higher Public Transport Voucher Quantum and Expanded Income Eligibility

4. To help cushion the impact of the fare increase for lower-income households, the Government will raise the quantum of Public Transport Vouchers (PTVs) from $60 to $80 per household. We will also adjust the income eligibility ceiling for PTVs from $1,800 per capita to $2,100. Around 4 in 10 households will qualify for a voucher, an increase of about 60,000 households. Households that require additional help can approach their local Community Centres/Clubs for assistance.

Lower Fare Increase for Concession Groups and No Increase in Card Fares for Lower-Wage Workers

5. The Government will keep card fares for lower-wage workers on the Workfare Transport Concession Scheme unchanged. In line with the PTC’s decision to cap the increase in card fares for all other concession groups at 5 cents per journey, the Government will similarly cap the card fare increase for Persons with Disabilities (PwDs) at 5 cents per journey.
