Ms Gho Sze Kee asked the Minister for Transport with the planned introduction of commercial autonomous ride-hailing services, whether the Government has assessed, or plans to assess, the potential impact of autonomous vehicles on (i) the demand for Certificates of Entitlement (COE) and (ii) COE prices.
Reply by Minister for Transport Jeffrey Siow
1. The deployment of autonomous vehicles (AV) on roads today are regulated under the sandbox set out in the Road Traffic (Autonomous Motor Vehicles) Rules 2017.
2. Singapore’s AV deployment is at an early stage, with 15 passenger AVs in Punggol today and a few hundred more expected by end-2028 when the sandbox expires. This is a small proportion of the 660,000 cars in Singapore today. These authorised AVs do not need to obtain Certificates of Entitlement (COEs) for now, and thus there is no impact on COE demand and premiums.
