Impact of new PMA rules on number of users and summonses issued

Ms Poh Li San asked the Minister for Transport following the implementation of the new Personal Mobility Aid (PMA) rules from 1 June 2026 a. what has been the reduction in PMA traffic in the heartlands; and b. what is the number of summonses issued to users who (i) are not eligible to use PMAs (ii) have operated PMAs exceeding allowable specifications and (iii) have exceeded the speed limit.

Reply by Minister for Transport Jeffrey Siow:

1.           The Land Transport Authority (LTA) does not track the number of Personal Mobility Aids (PMAs) on paths. The intent of the new rules on PMAs is to ensure mobility scooters are used by those who truly need them, and to improve path safety.

2.           Since 1 June 2026, enforcement officers have caught three users for riding without a valid Certificate of Medical Need or exemption, and five users for speeding on a PMA. They will receive fines or written warnings. No users have yet been caught for operating PMAs that exceed allowable dimensions.
