Impact on users given exclusion of two-seater configuration as compliant personal mobility aid

Written Reply to Parliamentary Question

Ms Mariam Jaafar asked the Minister for Transport

a.           whether LTA has assessed how the exclusion of two-seater configurations as a compliant Personal Mobility Aid (PMA) affects users who are physically unable to independently operate a single-seat PMA and rely on a caregiver to co-pilot or steer the device; and

b.           whether LTA will consider a medical exemption or case-by-case certification scheme for such users.

Reply by Minister for Transport Jeffrey Siow:

1.           Personal Mobility Aids (PMAs) such as mobility scooters are intended to carry an individual who has difficulty walking, rather than to ferry others. This is why two-seater configurations are not allowed. Individuals who are unable to independently operate a PMA may consider alternatives, such as attendant-controlled wheelchairs, which allow a caregiver to steer the device for them. Caregivers and users are encouraged to consult an occupational therapist on the appropriate mobility aid for their needs. For those with more complex needs and extenuating circumstances that cannot be met by alternative mobility options, exemptions will be granted on a case-by-case basis. MOT/LTA is working on the Subsidiary Legislation for an exemption regime.
