Ms Hany Soh asked the Minister for Transport
a. what is the total number of nuisance and disruptive behaviour cases by bus commuters reported in the past three years; and
b. how will LTA ensure that staff from the public bus operators, who are empowered under the new regulations implemented on 23 September 2026, enforce these regulations at public buses, bus interchanges and terminals fairly and effectively.

1. The Land Transport Authority (LTA) receives around 15 reports per month involving nuisance or disruptive behaviour onboard buses, including playing loud audio and placing feet on seats and bus fixtures.
2. Prior to the implementation of the new regulations, LTA and bus operators carried out training for their staff to help them enforce the regulations consistently, and in a measured and proportionate manner. When in doubt, enforcement officers can seek support from their respective Bus Operation Control Centres. Standard operating procedures have been promulgated to all staff empowered to carry out enforcement of the regulations.
3. Our broader goal is to foster a gracious commuting culture where commuters look out for one another and exercise social responsibility without the need for enforcement action. The new enforcement powers will be used as a last resort for egregious cases.
