Mr Edward Chia Bing Hui asked the Minister for Transport whether the Maritime and Port Authority of Singapore has conducted an updated impact assessment of the closure of Marina South Wharves, taking into account recent changes in global shipping patterns and increased anchorage activity, particularly on travel time and operating costs for serving the eastern anchorages and Singapore's overall efficiency and competitiveness as a maritime hub.
Reply by Minister for Transport Jeffrey Siow
1. The Maritime and Port Authority (MPA) has assessed that there will be sufficient capacity to support delivery of supplies to vessels at our anchorages and Singapore’s efficiency and competitiveness as a maritime hub will not be adversely affected.
2. There are three remaining lighter terminals, including a replacement terminal at Jurong Port and a new terminal in the East. The siting of lighter terminals across eastern and western Singapore has been planned to optimise ship supply operations, taking into account overall delivery times and operating costs amidst broader industry trends.
3. In addition, MPA has introduced measures to improve the efficiency of port calls, including MPA’s Just-In-Time Planning and Coordination Platform to better plan vessel arrivals and marine services. MPA is also using the Maritime Digital Twin to improve the planning and coordination of ship supply services.
4. We will continue to monitor developments and work closely with the industry to ensure that Singapore’s port infrastructure and operations remain responsive to evolving needs.
