Ms Sun Xueling asked the Minister for Transport what are the planning parameters to decide on where and when to build pedestrian overhead bridges and what are the cost-benefit considerations to decide between building a pedestrian crossing versus a pedestrian overhead bridge.
Reply by Minister for Transport Khaw Boon Wan:
1. Our preference is to build at-grade crossings, rather than pedestrian overhead bridges, as they are barrier-free and more convenient for the elderly, families with strollers and persons with disabilities. However, there are instances where at-grade crossings are dangerous, for example, across major roads with fast-moving traffic, or may cause serious traffic congestion. In such cases, we will provide pedestrian overhead bridges.
