Miss Cheryl Chan Wei Ling asked the Minister for Transport what are the criteria by which industry projects and the Joint/Collaborative Industry Projects topic contributors will be evaluated and selected by the Maritime and Port Authority of Singapore in the call for joint industry projects to build a resilient and competitive maritime sector post-COVID-19.
Reply by Minister for Transport Ong Ye Kung:
1. From 26 May to 31 July this year, the Maritime and Port Authority of Singapore (MPA) and the Singapore Shipping Association (SSA) made an open call for joint industry projects to encourage our maritime stakeholders and technology community to collaborate on innovation projects. Applicants could propose any projects that address challenges and opportunities brought about by COVID-19 to enhance resilience and competitiveness for the maritime industry.
2. The published eligibility criteria for applicants were as follows:
a. Incorporated in Singapore under the Companies Act (Cap. 50) or is a classification society appointed as Recognised Organisation under the Merchant Shipping (Authorised Organisations) Regulations;
b. Has at least two industry partners in the project; and
c. The project is to be carried out in Singapore.
3. The published evaluation criteria for the projects were as follows:
a. Relevance and impact to the maritime industry;
b. Innovation and differentiation from existing solutions;
c. Capability development in Singapore;
d. Local value capture; and
e. Team competency.
4. Qualified projects are being evaluated by a committee comprising MPA officers and industry experts, in consultation with SSA. The results will be announced in November 2020.
