a. what is the number of passengers who have flown from India to Singapore who are neither citizens nor permanent residents of Singapore;
b. what immigration passes have they been issued with on arrival; and
c. what are the numbers for each category of these passes.
Reply by Minister for Transport S Iswaran:
1. From 1 March 2021 to 23 April 2021, there were 9,040 arrivals from India who were neither citizens nor permanent residents of Singapore. Of these, 8,404 were long-term pass holders, with the majority being work permit holders from the Construction, Marine Shipyard and Process (CMP) sectors to support key strategic projects and infrastructural works. The remaining 636 were short-term visit pass holders. After border health measures were tightened on 24 April 2021 to disallow all long-term pass holders and short-term visit pass holders with travel history to India, only 11 who were neither citizens nor permanent residents have entered upon appeal, due to exceptional circumstances, such as being dependents of citizens or permanent residents.
