Written Reply to Parliamentary Question on Considerations of Complete Road Resurfacing Versus Spot Resurfacing

Mr Dennis Tan Lip Fong asked the Acting Minister for Transport what considerations guide LTA when deciding between requiring a complete road resurfacing for the entire stretch versus mere spot resurfacing by individual contractors where multiple contractors have performed separate works on different parts of the same stretch of road, be it involving repairs on roads or on services below roads.
Reply by Acting Minister for Transport Jeffrey Siow:
1. Today, resurfacing of roads typically takes place under two circumstances. First, road resurfacing can take place when work-commissioning parties require roads to be temporarily reinstated to facilitate ongoing works. For example, multiple work-commissioning parties could be working concurrently on the same stretch of road, or the works may need to be carried out in stages. As work-commissioning parties typically only work on a portion of the road, it could appear as spot resurfacing. But once the works are completed, the road is permanently reinstated.
2. Second, road resurfacing can also take place as part of Land Transport Authority (LTA)’s planned road maintenance programme. Generally, these are carried out for an entire stretch of road.
3. All road resurfacing, regardless in part or for the entire stretch of road, must strictly adhere to LTA’s requirements. Audit checks are also conducted to ensure compliance.
