Written Reply to Parliamentary Question on ERP 2.0 Implementation Update and Plans to Ensure Users’Data Privacy

Mr Lee Hong Chuang asked the Acting Minister for Transport
a. whether the Ministry can provide an update on the implementation of ERP 2.0, including its expected benefits to motorists and transport planning; and
b. how does the Ministry plan to ensure transparency and data privacy for users of the new system.
Reply by Acting Minister for Transport Jeffrey Siow:
1. As of 23 September 2025, more than 750,000 vehicles—representing approximately 75% of the national vehicle population—have successfully installed the Electronic Road Pricing (ERP) 2.0 On-Board Units (OBUs). The Ministry remains on track to complete the full installation by 2026.
2. The OBUs offer enhanced functionality to improve road safety and travel efficiency. These include real-time traffic updates such as event-based road closures and diversions (e.g. flood warnings), situational alerts (e.g. bus lanes, school zones), estimated travel times along expressways, and carpark availability in the city area. Since 1 September 2025, motorists have also been able to conveniently pay missed ERP charges directly via the OBU.
3. The Ministry has actively engaged vehicle owners and industry stakeholders to refine the OBU’s features based on feedback received.
4. To safeguard user data, the Land Transport Authority (LTA) employs strict protocols governing the collection, usage, and storage of information. Only anonymised or aggregated data is used for traffic management and transport planning. LTA also adheres to Government-wide standards for data security, including stringent guidelines for data sharing with other Government agencies.
