Written Reply to Parliamentary Question on Mandatory Labelling of Personal Mobility Aids to Differentiate from Other Personal Mobility Devices

Mr Gan Thiam Poh asked the Minister for Transport whether the Ministry will consider mandatory labelling of personal mobility aids to differentiate them from other types of personal mobility devices.

Reply by Acting Minister for Transport Chee Hong Tat:

1.     Personal mobility aids (PMAs) include wheelchairs, motorised wheelchairs and mobility scooters which are designed to carry individuals with mobility challenges. PMAs are subject to a device speed limit of 10 kilometres per hour, and mobility scooters must satisfy certain additional criteria, such as having three or more wheels, a single seat, a footboard and be steered by handlebars. Devices that do not satisfy these criteria such as e-scooters, are considered motorised personal mobility devices. These would be regulated differently under the Active Mobility Act and require mandatory registration, labelling, and inspection.

2.     Our current regulations surrounding PMAs are intended to be inclusive to support a wide range of persons with mobility challenges. The Active Mobility Advisory Panel is currently reviewing these regulations and will study the feedback raised by the Member.
