Issuance of Correction Direction Under the Protection from Online Falsehoods and Manipulation Act on Falsehoods Concerning LTA’s Award of Contracts to Mr David Lum Kok Seng’s Companies

1.     The Ministry of Transport (MOT) is aware of two Facebook posts posted by Mr Goh Meng Seng which contains the falsehood that Mr David Lum Kok Seng’s company was awarded a “huge contract” from the Land Transport Authority (“LTA”) when Mr S. Iswaran was the Minister for Transport (and thus charged with the responsibility over LTA).

2.     Minister for Transport Mr Chee Hong Tat has instructed the POFMA Office to issue a Correction Direction (CD) to Mr Goh Meng Seng in relation to his two Facebook posts on 26 March 2024. Facebook pages Goh Meng Seng and Goh Meng Seng People’s Power Party will each be required to carry a correction notice, stating that the posts contain falsehoods.

3.     On 26 March 2024 at 22:29 hrs and 22:43 hrs respectively, Facebook pages Goh Meng Seng and Goh Meng Seng People’s Power Party each published a post, alleging that Mr David Lum Kok Seng’s company was awarded a “huge contract” from the Land Transport Authority (“LTA”) when Mr S. Iswaran was the Minister for Transport (and thus charged with the responsibility over LTA).

4.     The information in the posts is false:

a.     Mr S Iswaran was appointed as Minister for Transport from 15 May 2021 to 17 January 2024 (and thus charged with the responsibility over LTA). Throughout this period, LTA did not award any contract to any of Mr David Lum Kok Seng’s companies.

Additional Clarifications

5.     One of Mr David Lum Kok Seng’s companies, Lum Chang Building Contractors Pte Ltd, has two ongoing projects with the LTA – Addition and Alteration Works to Existing Tanah Merah Station and Existing Viaducts; and the construction of North-South Corridor (Tunnel) between Ang Mo Kio Ave 3 and Ang Mo Kio Ave 9. The contracts for these projects were awarded in October 2016 and December 2018 respectively, before Mr S Iswaran was appointed as Minister for Transport (and thus charged with the responsibility over LTA). LTA has not awarded any contract to Lum Chang Building Contractors Pte Ltd since 2019.
