Mr S Iswaran, Minister for Transport and Minister-In-Charge of Trade Relations, to Lead the Singapore Delegation to the 41st ICAO Assembly

1.     Minister for Transport and Minister-in-charge of Trade Relations, Mr S Iswaran, will lead the Singapore delegation to the 41st Session of the International Civil Aviation Organization (ICAO) Assembly in Montréal, Canada, from 25 to 30 September 2022. Senior Minister of State (Ministry of Transport and Ministry of Sustainability and the Environment), Dr Amy Khor, will also be part of the Singapore delegation for the 41st Session of the ICAO Assembly.

2.     During the Assembly, held once every three years, transport ministers and civil aviation officials from around the world will address a wide range of civil aviation policy and regulatory issues at the Assembly. This is an opportune and critical platform for States and the aviation industry to collaborate, collectively rebuild, and rejuvenate the aviation sector and ensure that it continues to remain safe and secure.  

3.     The Assembly will also hold an election for the 36-member Council of the ICAO, which is the governing body of ICAO. Singapore will be seeking re-election1 to the ICAO Council at this upcoming Assembly session. In addition to the ICAO Council, Singapore is also a member of the Air Navigation Commission, a technical advisory body to the ICAO Council. Singapore also actively participates in most ICAO panels and expert groups, to advance the development of international civil aviation and help shape international standards such as civil aviation training and human resource development; air traffic management; and aviation safety and security; and environmental protection.

4.     While in Montréal, Minister Iswaran and SMS Khor will meet with ICAO office-holders including Mr Salvatore Sciacchitano, President of the Council of the ICAO, Mr Juan Carlos Salazar, Secretary-General of the ICAO, his counterparts from ICAO Member States, and other civil aviation organisations, to discuss civil aviation and other transport issues and developments.

5.     Minister Iswaran and SMS Khor will be accompanied by officials from the Ministry of Transport and the Civil Aviation Authority of Singapore.

Singapore was first elected into the Council of ICAO in 2003 and was subsequently re-elected in 2004, 2007, 2010, 2013, 2016, and 2019.
