Mr Darryl David asked the Acting Minister for Transport whether the Ministry can provide an update on the construction and development plans for Changi Airport Terminal 5 (T5), particularly regarding (i) timelines for key deliverables and (ii) whether T5 will be connected to the other terminals at Changi Airport.
Reply by Acting Minister for Transport Jeffrey Siow:
1. The construction and development of Changi Airport Terminal 5 (T5) is on track to be completed in the mid-2030s. The groundbreaking ceremony for T5 was held in May 2025, and contracts for tunnels, airfield, and substructure works were awarded in the first half of 2025. Other tenders including the above-ground construction for T5 and the ground transportation centre will be awarded in the coming years.
2. T5 will be connected to Terminal 2 via an underground automated people mover system and baggage handling system to facilitate seamless transfers between T5 and the existing terminals.
