Transport sector (Critical Firms) act
Enhancing the resilience of key transport firms for the continued provision of safe, reliable and efficient transport services.
Overview

The Transport Sector (Critical Firms) Act 2024, which came into force on 01 April 2025, strengthens the resilience of key firms in the air, land and sea transport sectors and safeguards their provision of essential transport services in Singapore.
The Act empowers the Civil Aviation Authority of Singapore (CAAS), the Land Transport Authority of Singapore (LTA) and the Maritime and Port Authority of Singapore (MPA) to designate key transport firms (“Designated Entities”) and apply relevant controls over them under CAAS’s, LTA’s and MPA’s respective sectoral legislation:
The Bus Services Industry Act 2015 (BSI Act);
The Civil Aviation Authority of Singapore Act 2009 (CAAS Act);
The Maritime and Port Authority of Singapore Act 1996 (MPA Act); and
The Rapid Transit Systems Act 1995 (RTS Act).
Designated Entities
CAAS, LTA and MPA may designate key transport firms in each sector as Designated Entities which could be either:
"Designated operating entities" if they directly provide an essential transport service in Singapore and are strategically important within the sector (e.g. if the services they provide are not readily replaceable due to significant market share or specialised expertise); or
"Designated equity interest holders" if they hold an equity interest in a designated operating entity, and have a strong nexus of control over these designated operating entities.
Controls
Designated entities are subject to the following targeted controls under the respective sectoral legislation:
"Ownership Controls" to ensure oversight of significant changes in effective control of the Designated Entities;
"Controls over management appointments" to ensure oversight of the key persons responsible for the management of the Designated Entities and operations affecting the continued provision of the essential transport service; and
"Operations and resourcing controls" to ensure that designated operating entities are equipped and able to provide essential transport services in Singapore under all circumstances, including during crises.
These controls have been carefully calibrated to safeguard the provision of essential transport services in Singapore, while ensuring that our transport industry remains open, pro-business and investor-friendly.
