Speech by Minister For Transport Mr S Iswaran at the Launch of the National Electric Vehicle Campaign “Power Every Move: Towards An Ev-Ready Future”

Ladies and Gentlemen

1.     Good afternoon, everyone. I am happy to launch our EV campaign today.

2.     The transition to Electric Vehicles will be one of the most significant shifts in our automotive sector in generations. Last year, new electric car registrations grew nearly 20-fold to 1,800. They accounted for almost 4% of all new car registrations. In tandem with that, users of public and shared transport can look forward to greener rides, as half of our public buses and taxis will be electric by 2030.

3.     Today, I will share two major initiatives to further boost the momentum of EV adoption in Singapore.

Launch of Large-scale EV Charging Point Tender

4.     The first is to bring charging points to EV users in our HDB heartlands. This carpark at Jurong West was one of the first HDB carparks to have charging points installed under the joint URA-LTA pilot tender to equip 200 public carparks with 600 charging points. That was just the start.

5.     Next month, LTA will launch our first large-scale tender for the deployment of charging points in HDB carparks. Come 2025, nearly 2,000 HDB carparks will have EV charging points.

a.     Every HDB carpark will have between three and 12 charging points depending on demand and electrical capacity. Overall, this tender will enable us to deploy up to an additional 12,000 charging points by 2025.

b.     LTA will also carry out electrical upgrades at carparks for us to go beyond this initial phase to have 60,000 charging points by 2030 and to support a larger EV population. As a first step, LTA has called for advanced engineering studies earlier this month.

Launch of an EV Charging Network Module

6.     Secondly, we will enhance EV users’ access to information on the public EV charging network.

7.     Currently, EV users may need to log into different applications to find and compare charging points. To give EV users the full picture, LTA has developed a single platform and partnered multiple EV charging operators to aggregate and display key information of charging facilities. This includes the location of the nearest chargers, their prices, and their power rating. This will enable EV users to locate and use charging points more easily.

8.     I am pleased to announce that, starting today, this platform will be available as a new module on the MyTransport.SG Mobile app.

a.     With support from our industry partners – Bluecharge, CDG ENGIE, Charge+, Shell Recharge, SP Mobility – the app will provide information of over 800 charging points in 200 locations. This will continue to grow as the EV charging network expands.

b.     We will continue to improve this module with new features such as real time charging point availability, and welcome other industry partners to join us in this effort to grow the accessibility of our charging network.

National EV Campaign

9.     The transition to EVs is a key thrust in greening our land transport system. It will touch all our lives, whether we are motorists, fleet owners, workers in the automotive industry or commuters. That is why we are launching today’s campaign – to create a shared vision and empower everyone to actively contribute to an EV-Ready future. This is aptly captured in the new logo and tagline – together, let us “Power EVery Move” and lead the transition to EVs.

10.    This campaign aims to raise awareness of EVs – their benefits to vehicle owners and the environment, as well as how we can all contribute towards the responsible and gracious sharing of charging infrastructure.

11.    The roll-out of our uniquely Singaporean EV branding will also help people easily identify designated carpark lots for EV charging. Public charging lots will be brightly marked out in green, and signages around them will have the EV logo. Ultimately, the logo and charging lots will become a ubiquitous feature of the Singapore streetscape.

Conclusion


12.    The moves we are making today – on the hardware, software and “heartware” – will help address range anxiety, last mile challenges, and foster a gracious culture in the adoption and use of EVs. Most importantly, I hope it will give everyone the assurance and confidence to make the transition to electric mobility.
