Senior Appointment Changes
1. Mr Tan Kim Hong (陈锦鸿), currently the Chief Executive of the Public Transport Council (PTC), will be stepping down on 1 March 2024. Mr Leow Yew Chin (廖友勤), currently Deputy Group Director (Policy and Planning) of the Land Transport Authority (LTA), will be appointed as Chief Executive (Designate) of PTC from 1 September 2023 to 29 February 2024, and take over as Chief Executive from 1 March 2024.
Mr Tan Kim Hong’s achievements at PTC
2. Mr Tan was appointed Chief Executive of PTC on 1 July 2017. Under his watch, Mr Tan oversaw six Fare Review Exercises, and a mid-term review on the Network Capacity Factor, where he sought to balance the need to ensure fare affordability and the financial sustainability of our public transport system. He also played an instrumental role in the review of the fare adjustment formula and mechanism recently.
3. Mr Tan also led PTC to grow the Caring SG Commuters Movement and supported the Caring SG Commuters Committee to drive the transformation of Singapore’s public transport system into a more caring, welcoming and inclusive one. The Heart Zone initiative has been extended to 13 locations at various public transport nodes. PTC further collaborated with the community and industry stakeholders to launch CARE Ride @ South West 2022 and CARE Bus with Cerebral Palsy Alliance Singapore School. These initiatives aim to build greater empathy and willingness in commuters to help seniors and persons with disabilities in using the public transport system.
4. The Ministry of Transport would like to put on record its appreciation to Mr Tan Kim Hong for his significant contributions as the Chief Executive of PTC and wish him all the best in his future endeavours.
Mr Leow Yew Chin takes over as Chief Executive from 1 March 2024
5. As the Deputy Group Director (Policy and Planning) of LTA, Mr Leow oversees transport planning matters in LTA, ensuring that land transport plans are robust and comprehensive, working towards the Walk-Cycle-Ride outcomes of the Land Transport Master Plan. He supervised various integrated planning processes including the 2021 Long-Term Plan Review led by the Urban Redevelopment Authority (URA) to conceptualise future land use development plans, as well as regional and localised planning projects such as Jurong Lake District, Tuas Port Development, and the heightened Build-to-Order and Government Land Sales programmes by the Housing & Development Board (HDB) and the URA.
6. Mr Leow also played a leadership role in the business process re-engineering for LTA’s Development and Building Control. Specifically, he set up an internal resolution panel and co-chaired it to expedite resolutions of issues that delayed the clearances of development applications.
7. Mr Leow started his career in August 2002 as an Engineer in LTA. Prior to his current appointment, Mr Leow was seconded to the Strategy Group in the Prime Minister’s Office as Director (Urban Liveability & Community) and Director (Technology), posted to the Public Transport Group of LTA as Director, Public Transport Promotion & Services, as well as seconded to the Ministry of Transport as Deputy Director (Land).
