Data on Foreign Registered Vehicles by Type Entering Singapore and Plans for Traffic Management

Mr Sharael Taha asked the Acting Minister for Transport
a. what is the average daily number of foreign-registered vehicles by type (motorcycles, cars, vans and lorries) entering Singapore;
b. what percentage of the total vehicle population this represents;
c. whether there are plans to regulate such vehicles for daily commuting; and
d. how the transport network, including the Johor-Singapore Rapid Transit Link, can be enhanced to reduce demand.
Reply by Acting Minister for Transport Jeffrey Siow:
1. On average, about 77,000 foreign-registered vehicles entered Singapore daily in 2024, of which 82% are motorcycles. This is about 8% of our local vehicle population.
2. All foreign-registered cars and motorcycles entering Singapore must obtain a Vehicle Entry Permit (VEP), and all ASEAN goods vehicles must obtain an ASEAN Goods Vehicle Permit (GVP) from the Land Transport Authority (LTA). Each permit is tied to the vehicle’s road tax and insurance and is valid for up to one year, and six months for VEP and GVP respectively.
3. As an alternative to private vehicles, the RTS Link will provide a more seamless travel experience. There will be co-located Customs, Immigration and Quarantine (CIQ) facilities at both stations, allowing commuters to clear immigration at the point of departure only. The RTS Link station at Woodlands will be directly connected to Woodlands North MRT station on the Thomson-East Coast Line to allow convenient access to and from the MRT network.
