Written Reply to Parliamentary Question on Requirements For EV Charger Deployment In HDB Carparks and Utilisation Enforcement Measures

Mr David Hoe asked the Acting Minister for Transport

a.     whether LTA requires (i) pre-deployment engagement with Town Councils or Residents’ Committees and (ii) publication of siting rationales for EV-charger deployment in HDB multi-storey carparks;

b.     whether guidelines permit upper-deck placement of such chargers where lower or middle decks are highly utilised, subject to defined cost thresholds; and

c.     whether site-level utilisation KPIs and hogging-enforcement measures will be published.

Reply by Acting Minister for Transport Jeffrey Siow: 

1.     The Land Transport Authority and its subsidiary, EV-Electric Charging Pte Ltd (EVe), work closely with EV charging operators (EVCOs), the Housing and Development Board (HDB), and Town Councils to deploy EV chargers in HDB carparks.EV chargers are mostly sited on the third deck of multi-storey carparks to balance the needs of both EV and non-EV drivers and facilitate wayfinding.

3.     Currently, the average charger utilisation rate of EV chargers at HDB carparks is around 10%, and remains sufficient to meet the demand from EV drivers. We are monitoring charger utilisation rates and will work with the EVCOs to scale up deployment in high demand areas, where electrical capacity permits. To deter lot hogging, EVCOs have implemented idle fees at some of their charging locations, especially for chargers with high demand.
